With further reference to your letter of the 14th
ultimo with enclosures from the Colonial Office and His
Excellency the Governor of Hong Kong, forwarded to us for
our observatima we have very carefully considered Ria
Excellenoy's very valuable report in which he has dealt with
the whole matter of tue constmotion or the Railway.
His observations may, we think, be divided into
three heats, namely..
1st.
2nd.
3rd.
The desirability of closer co-operation on the
part of the Permanent Officials with the Chie
Resident Engineer.
The fitness of the Chief Resident Engineer for
the responsible position which he holds.
The progress of the work.
